Uhm, engines are only needed for planes and Japan needs every DD it can get.

keep playing an stop all (u wanted) for example; I use to stop all the Japan submarines..some DDs and more.. TAIHO you have to accelerate. stop the ship production allows you to better funtion of the factorys of planes, engines are able to wait.
