Since they are "one off" cases and documentation somewhat suggests so, then maybe they should be available to the German player in "limited" quantities to be determined by the player
Loadouts are binary, they are available or not. I doubt it can be added/coded easily, and balanced.

Note that "limited" quantities of drop tanks for "specialized" uses are already in the game. In 1943, the Axis player has the ME109 G4/R3 and then in 1944, the ME109 G8, both long-range recon fighters which have the 300L tank as an available load out.

Starting with the E-7 all 109s were able to use a droptank
many older e-series were even upraded to E-7 standard if required but many were rebuilt as armored attack fighters without this DT option
The Eastern front was a short-range tactical battlefield with very limited strategic operations.
