Cannot emphasize this enough for IJ. Turn off all auto upgrade and replacements to start. Then, very judiciously, select units to add replacements and/or upgrades then select which devices that you will allow. Why would I want to do that, both for mines in specific and stockpile other devices in general rather than have them available for my troops?
Note it's only the Allies that need to worry about devices. The Japanese use a different system and will replace and upgrade if there's enough supply available. For upgrade that usually means being in a base.
For the Japanese, the game is all about supply so save it when you can. In the beginning as IJ, you think you are fine. Reality sets in about May 42. You will find you are short almost everything unless you have been careful before then. It really is a pain that you need to replenish your Med Tanks in an ARMOR unit only to find that you are completely out of ARM pts because you spent them adding devices that you really don't need. You will make this mistake once, and never again because it is so painful ....
