Sheesh, I get tired of trying to explain this. The OP statements immediately scream that he is a PBEM player, so leave the AI alone.
There are no buffs, there are no cheats, there is just the AI. Everything the AI does as the difficulty level is increased is to better simulate a human opponent. If you don't get that, play PBEM. If you want more explanations, please read any of my previous 100 responses to this.
