Thanks for the clarification. I was afraid that creation at the start was going to be the problem. I will continue to try and isolate posibble causes and try different installation techniques. If any new ideas arise I'm sure you will let me know.

Success! Installing in E:\Matrix Games\Flashpoint Campaigns Cold War worked. For some reason it seems that using the E:Program Files or E:Program Files (x86) locations don't want to work even though it was my understanding that those were the places to put programs/apps. The permision to write flashpoint.ini was not denied. I went to Preferences and made a change which I thought might get written to the file to see if it still worked and it did.

Before I tried E:Program Files\Matrix Games, I even tried copying in a flashpoint.ini file on my last attempt with E:\Program Files (x86) and that didn't work either as I got the same error report that said flashpoint.ini couldn't be written to.
