In the target hex, the target's vehicles/sections typically are dispersed.
Having a spotter means that the volleys (sheaf) can be directed at the largest clump of vehicles. Without a spotter, the artillery is firing blind, and a 6 gun sheaf of say 80m x 20m is having much chance of hitting say 4 dispersed vehicles in a 500m x 500m hex.
(Depending on the communication channel latency between spotter and shooter, the spotter might be able to pass another correction during the fire mission).

So yes, a spotter could explain the discrepancy you are seeing.

Hi guys, I just played high sticking as the Canadians, the Czechs didnt seem to use there heavy 152mm arty, except for once which knocked out an APC...

I looked at the enemy 152mm units after the battle was over, they all had hundreds of shells left unfired and no kills...

Is this a part of the bug that this thread is about?

Or am I not understanding something?

I have saves if needed....

Some of the Warsaw Pact hesitations to use artillery are addressed in the game's update released today (v3.0.1.10236).

Other causes include Warsaw Pact formations not being able keep an eye on NATO units for long enough (from the fire support request being made to the fire mission order being sent to the artillery unit), due to small size and mobility of NATO units.
We are looking at possible improvements.
