Winter movement

If it does not delay the game I say put winter land movement in.
However it was not part of the original game, so I guess it should be an option.
It should however only apply to the arctic region and only on land, if you ask me. It will also give Russia a safer position and there may be a balance issue.
It does not make sense to me to apply winter movement to naval units. Ships are not that much slower in the cold. I guess there will still be ice-zones. Should winter movement apply for sea zones outside the "frozen" areas?

Hmm.. it might if you are doing a power session and are pressed for time. I don't think I would ever use it, but someone might be thrilled for it. Wouldn't hurt at least to have it as an option.

Don't forget that there are no propellers on these ships, but that they do have sails & rudders -which can be damaged or lost in a storm.
The weather is
always more severe during the winter. Storms come up and what would do the seafaring types do? Head for the nearest port. IMO, some sort of hit should happen during the winter months because it just isn't summer sailing.
If frozen zones are being modelled then the movement allowance should be zero. No movement at all. Good point ABP.

Naval movement is reduced to zero in the frozen zone.
That is correct and very real.
If we have a winter option considering the naval movement, could we have a land option "going on frozen water"?
It has happened that the waters being frozen down to the sea between Sweden and Denmark. It was used successfully by the swedish army, marching accross and invading Denmark. Denmark lost several ships this way too.
I would say this a little far fetched option, but what I am considering is what happens when that frozen port gets attacked by land forces? The navy cannot leave port and a battle should take place?
I don't think this topic has been discussed before...

There is historical precedent of a French Hussar Regiment caputuring warships that were frozen in the ice.
Regarding winter movement

IIRC the original game had a -2 on foraging during winter - which I think was a very good way of simulating "winter movement" restrictions. Speed on - pay in attrition losses. Also, I think normal supply was more expensive... right?
On the whole I'm not so sure about doubling movement costs though. Well, if it will be in, just make sure that the length of the retreat from Moscow can be covered in the correct time span in the game!
