Ahh, hey I remember this "first" bug because it just happened to me. Too bad I don't have a save game file because it was just a quick one vs the AI.

But there it was, after I sent in one of the IJN subs to harrass the tommy shipping off India. I don't know exactly what happened, because I only noticed it a turn or two later, but in that sea zone was one neutral infantry unit. That same sea zone as reported by the OP, except this one was neutral not a WA unit. No other enemy ships or anything.

Please turn autosave on if you can and if you see this bug again, send us saves from before it happens. The good news there have been no other reports like this so it is rare. Of course, that's also the bad news since we can't fix it without more details and saves.
