More suggestions:
1) In WWII tanks were usually used to breakthrough enemy fronts and were used to exploit breakthroughs and to encircle enemy forces. Rarely, did tanks actually fight the battles themselves.
Instead, infantry and arty followed up behind the armour to encircle and beseige/fight the enemy forces.
Based on the above, one simple way to make the player build infantry and arty is to give them bonuses for attacking strategic cities such as Berlin, Moscow, etc. ALL armour should be given big penalties for attacking cities/fortified areas.
For example, Stalingrad should need infantry and arty plus planes in order to take it. Tanks attacking it should incur a HUGE penalty.
Armour should exploit; infantry should fight.
2) Perhaps with a change in programming, a few more important provinces could be given a major city thus requiring infantry and arty.
