in real life the germans killed the russians at a 15 to 1 ratio witch is hard to replicate in the game .
As a blanket statement, I must contend that figure. Undoubtably there were some engagements which produced such ratios, but they were by no means standard. Against experienced, well equipped Russian formations Germans had no such huge advantage. If you look at major operations like Citadel for the Germans and Bagration for the Russians, the losses are not disproportionate for either side.
In-game, if the Russian chooses to build huge militia armies, then you'll achieve something similar to the kind of ratio that the Wehrmacht achieved early on in Barbarossa.

I think 15-1 was certainly acheived in some areas of the early stage of Barbarossa, due to surprise, and Soviet obsolescence, command paralysis and incompetence. That can (and should if the germans want to win!) be replicated in the game.

i can take over the world against the computer with 50 supply for each axis country.i could not do it with 25 each. a human is probably better than the computer, so is 50 fair.
I think the problem of giving axis any supply (in human-to-human games) is that it will make conquering the eastern hemisphere too easy then.
yes, against equal players it may be necessary to give a supply bonus to truely enable the axis to conquer every territory on the map, but this still wouldn't likely occur before both players called the game.
