Ah the wait and see principle. Fair enough, only been playing France 1796 for some years but haven't seen any of those pop-ups yet.

Build barracks and culture and you'll see some pop-ups.
edit: Starting on about page 74 in the manual and you'll find what each upgrade from the list does.

Each nation has an upgrade level equal to the sum of the squares of the barracks and half the sum of the squares of the cultural developments quantity sum divided by fifty. The upgrade level determines the total number of upgrades available to the nation.
I think I may relax this equation in the patch so upgrades are a bit more generously available.
I wouldn't relax it.... it's pretty good where it is now imo. If things are too easily gained then the game would lose some of its flavor as each nation becomes too bland as the differences between them decrease.
I agree. I think the current formula works pretty well.

Your math looks good to me, marirosa.
Of course if you had 80 provinces, the waste would be amazing.
Ralegh, are you sure the number of provinces has a bearing on waste? To me, it seems to be purely a function of total production with each commodity having a predefined level of waste beyond an initial threshhold.

Then you can have 20 provinces with barracks(10) and culture(10) and you again get 60 upgrades.
Or 40 with barracks(8) and culture(5).
I am doing some more maths now to see what is the cost in labor and turns to get all the upgrades.

Something I dont like about this formula. It punishes your upgrade rate if you attack and conquer low developed provinces, as it brings your score down. It makes no sense that the research (upgrade) rate slows if you for instance capture a province in Africa.
Before I always ceded teretory that made geographic sense, expending my borders outward, but if this will slow my upgrade rate I will have to pick only provinces that have high barack and culture developement, making for a really strange map.
Is there any other way this could be done, so that you are not so reluctend to capture low developed provinces.

Hi, The best way to upgrade your Army is raise the training levels of your drafts (max's out at 20 months) Then give them a good leader.
Then find an Ally with a big Army and after they have the enemy on the ropes move your Army in with them.

How about a description of each upgrade next to the appropriate upgrade in the game.Maybe in a future patch.

Um, well, when it works without breaking too many other things.
That wasn't very helpful, was it. OK - lets pretend I am Gartner: confidence of it being within 7 days: 15%. Within 14 days: 85%
But I'm just a beta tester, so that's not a commitment! - Its a 'good' rumour.

Each nation has an upgrade level equal to the sum of the squares of the barracks and half the sum of the squares of the cultural developments quantity sum divided by fifty. The upgrade level determines the total number of upgrades available to the nation.
It is not working as described. The real data is more or less* 3 times the sum of the squares of the barracks, plus the sum of the squares of the cultural developements, all divided by 100.
So you can reach the 20 upgrades (the max upgrades you can have) with 5 provinces with barracks 10 and culture 10, or 20 provinces with barracks 5 and culture 5.
(*)= I can't came up to an exact formula but this i provide is acurate with an error of +/- 0.005 for each province (so with 10 provinces, this brings an error of 0.05).

I have a used-once 12-cup coffee maker sitting idle in my attic. Send my your address and its yours. Put it right in the basement next to the water cooler and 20 pound bag of java beans.

So it's easier to compare ...
Erics formula is equivalent to (2*SSB + SSC)/100
While Mari is saying it's (3*SSB + SSC)/100
