My minelaying subs are far too valuable to risk hanging around any enemy port. They go in there, leave their calling cards, and skedadle home. If they happen to run into any enemy shipping en route, I'll hold my breath. Otherwise, the nuisance factor of seeding various ports is just too enjoyable to risk using those guys as hunters.

It has the added side benefit of scattering enemy MSW's too, such that their offensives suffer somewhat if they're worried about keeping the ports free of mines.
