If we throw out everything that didn't harm something the game would be very empty.
Here some Detail from a German page:

And another newbie question.
What about those new Commands(India and Anzac or did I miss some?). Any new restriction for them?
Is Anzac restricted like Australia Command was?

Both ANZAC and India are restricted. The restriction on India was the whole purpose of the exercise.

Is Australia Command and New Zealand command still restricted Or are those units finally free?

2. Why are Pakhoi and Nanning Chinese? Japan took this area around 39. Did they lose it again by 41?
They didn't lose it...they pulled out.
In addition -
-Wenchow also shouldn't be Japanese it was not occupied until July 42.
-Ichang should be Japanese
-Linfen should be Japanese

It was occupied in 39. Did they left or lose it again?

No, they where very close in 39 to it but did they ever conquer it?
-Linfen should be Japanese
Yes they got very close to Sian at the Yellow River guess Linfen was in that occupied area.

I've been working on an intense reworking of the Chinese OOB for the CHS team which is very near to being complete.

Our war starts in Dec. 1941...In Apr 1942 the Japanese launched a raid / invasion/punishment operation in the Chekiang/Anwhei Provinces to destroy arirbase in the area. This is the area north of Wenchow on AB's map. The Chinese had a number of corps in this area. The Japanese didn't re-occupy Wenchow until July 1942... and had left agian by August when the chinese reoccupied the town.

Once again our game starts in Dec 1941 Ichang was occupied by the Japanese in June of 1940. During the battle of Tsaoyang-Ichang

Yes they got very close to Sian at the Yellow River guess Linfen was in that occupied area.
In early May and June of 1941 the Japanese North China Army all but destroyed 10 Chinese corps in the area east of Honan and west of Linfen on AB's map. The Chinese that weren't killed melted into the mountains represented by the jungle south of Linfen on AB's map.

Basically the Japanese only "owned" the towns and cities. Periodically they would launch punishment operations where they would go out and kill a bunch of Chinese by driving out into the masses and pushing a dozen or so Chinese corps around who would either runaway and find a flanking position or get caught and slaughtered. Occassionally though the chinese would stand and fight and put up some stiff resistance while those that ran away would circle around the japanese forcing them back to their starting base.

If we can find a device slot I think it would be "fun" to include one or two of these myself.

Yep. Killed one woman and wounded a boy scout in Oregon. i think that was all they accomplished.

I can almost guarnateee that a 150kg HE bomb would certainly do a number on a Pacific Northwest Redwood not to mention the forest fire caused by the incendiary devices...
