Ouch. Is that the AVG that's participating?

I cant remember off hand, I rescued 3 squadrons from Manilla, I think regular US Army pilots, nearly all aces though damn good chaps. Use a AVG squadron in Rangoon, they rack up some good kills

From my playing I would say that pilot experience matters far more than the manouverability value, enhanced or not.

All you need to do as the Allies is get your pilots trained up and flying reasonable planes. Playing Japan is far harder, everything gets worse from the get go ...
