This is the first I'd heard that upgrades weren't being prompted in PBEM... I'll look into this for the next patch.
Isn't this the same bug that was reported almost two months ago?

While testing the PBEM game i stubled upon this bug:
After ending the turn for SPAIN,
i get to choose the National upgrade for FRANCE,
and to choose if FRANCE want to become an empire...
i have the save file if you want
No, they are different bugs.
