And of course, the hard coding of squadron sizes.

The VS group dropping off is apart of the 1943 USN CV restructure as outlined in manual (19.4.2).
If you move the Sara to Noumea (if SouPacHQ present there) and the base has ample supply, the groups should also be restructured.
