We don't know. We don't know how many were built! Three different yards report building the SAME boats - the uncertainty is 20 vessels!

Shizuo Fukui - a commander and prisoner - wrote Japanese Naval Vessels at the End of World War II - and he lists 71 (completed and lots uncompleted) - not counting midgets. This is certainly incomplete - it cannot include the ship that went to Panama or to Germany, for example - and it does not include either of Japans two SSNs - one of which was commissioned and one of which was completed but unfueled and uncomissioned. My best guess - about 75.

As for the IJN subs being useless, I don't think they are in WITP, but they certainly are less useful than they were in RL. First because they scored against Allied warships (1 CV, 1 damaged CV, 1 CVE, 1 CA, 1 CL sunk, among other, and the SS survived in every of this attack, plus 1 CV, 1 BB, several CVE and CA damaged), second because there was an intense Indian Ocean traffic and they scored against it tens of victories for few losses while it is not shown in WITP, third because supply operations with subs are useless in WITP while in RL they were loaded with high-value cargo (like medics) and so were needed more than in WITP.

As for WITP Glen use is fantasy, Allied ASW in 1942 is fantasy, but much of the game is fantasy... but still fun.
