The supply situation isn't quite right yet for any Axis assults to take place but it's getting better. Besides Hitler wants to move some more units into the area to act as a reserve in case of counterattacks:

There are five Soviet divisions on the outskirts of Kiev that are stacked together....that just begs for the Axis air treatment: massive attack to soften up the defenders before the ground assult goes in to mop up:

The Soviets are just about to outflank the Axis units in Lapland, since they're moving more units to that area and advancing what's there already. Looks like the Axis better pull back and ship by rail some more Finns to the area to help hold the line. Also, the Finnish unit in the green circle is across the stop border and needs to be pulled back into legal land:

Here's a proposed attack plan for the Leningrad area: In order to use the firepower of the Axis ships the coastal road needs to be utilized but that would expose the right ( east ) flank so there will need to be two mutually supporting thrusts across the river. In order to guarentee the continuance of needed supply to the attackers the railroads need to be repaired ( as shown in rose color ). It's going to take several turns before the rails are repaired sufficiently so the Axis will use this time to rest it's units, and bring up some more arty tubes:

Here's another decision point. SSE of Leningrad there's an important river crossing that needs to be made and they are depicted in the picture below by green circles. The northernmost one has only a single hex to bring firepower to bear and the southern one has two hexes. The northern one involves a railroad AND a road which means more supply ( eventually ) and the southern one involves just a road. Which to try to force? I'm leaning toward the southern one simply because I can bring two stacks of units to attack positions instead of just one large stack:
