Yes, but at the same time the Soviets have the exact same problem. Out of that 4.5M men most likely 500k-1M is tied up in Headquarters. As you have a ton of army HQs, Fronts, Military districts, and air HQs counted in that manpower.

This is just after I moved the Yellow tank in the middle on hex right to break the cut off.
It only had one hex it could move to due to no supply.
I also had moved a stack in my middle cut off.
You can tell which have moved by looking at the corner move marker on each counter.
I have a lot of tanks West in this pocket. Too many[:(]

Here he resumes his attacks northeast and East.
I have moved 2 units to break the cut off. The escape corridor is closing tight.

I end all hope of breaking back into supply. I retreat out my northern most Cav unit.
I also again relieve trapped troops lower right and give ss units very long MP to supply.

here I am trying to tidy up the lines so hopefully my units can escape.
His units retreated 2 hexes through zoc. Nice damage.

I have 2 tank corp near Orel .. way to deep. I air supply one of them.
His units south of Tula are again out of supply.
But I lave a very a very thin relief supply corridor.

I do my best to keep his units in bad spots. I could not cut off his tanks just NE of Belgorad.
He flew in supply to a few units.

I finally bring in a few airfields deep West and fly in fuel to tank brigades which are very far West.
I have a good line of troops covering the river between the 2 German forces.
And still trying to rescue my middle troops snaking north back towards supply.
Also fighting near Golarka.

Stalino. TDV takes his infantry near Gorlaka and moves them south to breach the Mius river.
He reseals my troops which are West of Stalino and does recut my far west tanks.
Its September football and I am being kicked around!

With his tanks which had supply this turn (some routed prior turn).....this happens.

Big V breakout. Glad I had combat unit in Big V.

They fought the good fight.

He has dropped fuel to the forward tanks.

I again cut off his Karkhov tank force and put strong blockers in between.
I try and get tanks out which got fueled the prior turn.
