I am confused. Your pictures indicate that it is cold in your apartment, yet you write that it is warm. Maybe there was a mixup in C and F? The temperature you mentioned was in Celsius and 25 C is fairly warm to have indoors. 25 F (Fahrenheit) seems absolutely horrendous, and should result in a warming conversation with the landlord.

I have seen around -49 C outside which is rather cold. The problem is with the boiler for the buildings heating system. It is stuck on full blast and it gets too warm when a person is used to it being cooler. It got to be too warm for me to use the oven.
