You should be able to get USSR production to 19 by using oil from various places. Ensure you use one oil from Baku. Otherwise from any place will do.

Before Free French builds, scrap the three infantry corps that can be scrapped.
Plus a marine division and militia.

Before Russian builds, scrap the infantry HQ and garrison units which can be scrapped.

Place pilots in the Indian and Canadian Hurricanes. Place Hurricane and Motorized corps in Bombay. Other Hurricane in Halifax. CP in Liverpool.

French CP in Boma.

Pilots in the below planes for USA, plus the Avenger nav and P-51 fighter.
