There has been a heated, civil, discussion among the Axis members on how to proceed in Europe.

The lack of progress generally in the war so far, and especially in Netherlands, have caused the German leadership to lack confidence in the German staff and their ability to plan campaigns. Thus they are loathe to allow the Generals to open up new fronts before they even closed the previous one. In short; why allow a declaration of war on Belgium when the liberation of Netherlands failed so miserably and is yet to be complete.

The Italians are still reeling after their major setback in Libya where an entire army group was annihilated.

Japan, on the other hand, is full of optimism, and confidence, after a successful counter-strike in southern China. Thus, Japan tries to bolster their allies morale, and tell them that the time for action is now. Not later on.

Edit: If we are to place the units we need to know if Belgium aligns to France, or CW.

3) When reaching the East Med, will the CW SUB be included? Will CW add their LND3? Save:
