I placed the NEI partisan in the one oil hex that it could be place in. Feel free to move it if you wish, but not in the ZOC of one of my units.

Sep/Oct is a big turn during Barbarossa. The sun can shine for long stretches, some years.

Yes, the weather has been terrible for most of the game (GE perspective), perhaps this coming winter will be different. Up to this point we have had long turns and that changed.
