It certainly cannot be said Big Red does not believe in surface raiders. We see two attacks deep into Japanese waters, between Saipan and Marcus Island - which is remarkable in the circumstances. We will see how they do with bombers at three bases and carriers in two task forces (big KB and little one) from every direction????
Still - they sank two large high speed merchants - impressive. Oh yes - and Yamato Task Group is in area - although only luck will have it run onto them - it might be interesting to test 18 inch guns vs torpedoes.

On the Russian front, there were two attacks on Japanese ground units - one in Mutankiang itself - which is a major air base. It was expensive - unescorted obsolete bombers paid a price as one might expect. It is hard to know if unescorted means AI failed to coordinate or if it was a mistake. Japan seems to have launched bombers against something as well - I don't see it in the report - but I pulled the bombers way back. Clearly this is a limited fight - not involving a lot of places or kinds of possible operations - and its goal is unclear? But the lesson was not learned - the reprisal attack yesterday aimed at one base ought to have done that. The Russians lost many casualties to that, and the minor attack today hardly is a response in kind - so it is really hard to interpret. Wisdom says lets wait and see - and make sure there are no Japanese attacks - so the decision to turn it into an air campaign is clearly one sided if it happens. We do seem to have done better yesterday than previously against the ancient "super fighter biplanes" with rockets - probably due to numbers.

The fight for Sinkawang didn't go well - it is covered with fighters which gave a warm reception to unescorted Betty's - and ground combat again failed to achieve much - although it should be a weak position logistically speaking. Kuching was evacuated - which seems politically unwise (it means British claim to Sarawak is lost - if you won't fight for it - you cannot claim to own it - in international law). Sans supplies, a force in the Jungle isn't worth much - and in Kuching at least it was well fed. Note here that yesterday there was a detected task force in MID Borneo!!! This because of a river, and a dot location which was subject to real resistance - but I am surprised to see it being noticed. Later in the war guerillas appear there - and IRL the place was subject to a Japanese reprisal massacre - about which there is a Nick Nolte Movie - because of suspected guerilla support. [In the movie version, Nick becomes "king" and makes a deal with MacArthur for "his people" - which isn't honored post war - they want independence of course] But it could be built into an interior air base - or developed port - or both - which is what I assume the task force was up to.

In Malaya the central (or Eastern) thrust ran into a rear guard of an understrength IA formation - so even though only one infantry unit made it into the hex - it was sent packing. On Luzon, the first Japanese bombardment attack seems to have been somewhat successful - very different from the Allied attacks which are pretty ineffective. IJA was an artillery army, but it was almost never used that way vs the US, Luzon being the one exception - and that only later in 1942. [When Bataan proved a tough nut to crack, they brought in a specialist HQ, an expert commander, and broke the resistance in 20 minutes - rendering two corps into pure shock - with zero chance of resistance as planned at lines farther back. Admittedly, however, 100% of the US and Filipino troops were debilitated by disease and starvation - even so no one expected the kind of bombardment experienced - up to 32 cm shells raining down on the lines.]

You sank two via carrier planes near Midway - and this one. The rest are as fictional as
the sinking of Haruna by Kolin Kelly - which indeed made history books - ironically the SAME
ship is reported sunk later in the war! But the 1941 attack is impossible to understand: no
major warship was off Luzon at the time of the alleged attack!

We got a disjointed one - which I apparently correctly interpreted as not a conclusive
indication of intent. Thirteen SB-2s were lost - not a nice price to pay - with only one
managing to get over target in that particular raid.

Total war is not like these raids - not even the concentrated Japanese air strikes of yesterday
are total war. Total war is war all along the front, land, air and sea operations, and a drive
to defeat the enemy in a strategic sense - to take his territory for example. I detect no such
intent on either side at this point, and certainly conflict has been very much more like 1938 and
1940 (Japan and Russia fought two limited wars in Mongolia and Korea - the latter case clearly
involved pulled punches - IJA refused to allow ANY planes to sortee. It held the disputed ground
for two weeks - and won the legal point - the border REMAINS where IJA said it was - even
after August Storm).

Quite true. In RHS, we gave the Allies control of Russia so

1) They have control over movement of units

2) They have control over construction

3) They have an equal chance to start a war as the enemy does

We did NOT give them control to create a major front at a time Russia would not do that. BOTH sides
honored the treaty - Russia waited for it to expire - and gave notice it would not be renewed as well.
My point about the commander being in considerable trouble with Stalin is sound, and RHS expects
players to have some kind of rationale for their decisions.

because of very unusual economic policy. [IJA forbid the Zaibatsu - 8 big compaines - from operations
in the area. It wanted SMALL ENTERPRISE to promote growth. It ALSO wanted ALL races - it attracted
two million CHINESE immigrants, two million Russians, two million Japanese and Koreans - all as part of
"the miracle of Manchukuo" - it was an underpopulated area and they had discovered how to make money
with soy, not just minerals and oil. This subject is almost tabu among US writers, only the RUSSIANS
talk about it in economic histories. Our position is that Manchukuo was a "puppet regime" with no
functional reality in any sense - but it isn't quite the case. Japan lacked the ability to manage the territory
with Japanese. In fact - they tried to get European Jews - valued for their skills - several thousand of whom
actually crossed Russia but, in the end, due to German pressure, spent the war in the former European
quarter of Shanghai - see The Fugu Plan. The plan was really defeated by the USA - which for whatever

The Jewish settlement in Imperial Japan involved the movement of Jews to and through Japan to its occupied areas of China shortly prior to and during World War II, coinciding with the Second Sino-Japanese War. The onset of the European war by Nazi Germany resulted in the lethal mass persecutions and genocide of Jews, known as the Holocaust.

Despite there being little evidence to suggest that the Japanese had ever contemplated a Jewish state or a Jewish autonomous region,[1] Rabbi Marvin Tokayer and Mary Swartz authored 'The Fugu Plan' in 1979. In the partly fictionalized account, Tokayer & Swartz gave the name the Fugu Plan or Fugu Plot (河豚計画 Fugu keikaku?) to memorandums written in the 1930s Imperial Japan proposing the settling of Jewish refugees escaping Nazi-occupied Europe in Japanese territories. Tokayer and Swartz claimed that the plan, which was viewed by its proponents as risky but potentially rewarding for Japan, was named after the Japanese word for puffer-fish, a delicacy which can be fatally poisonous if incorrectly prepared.[2]

Tokayer and Swartz base their claim on statements made by Captain Koreshige Inuzuka. They alleged that such a plan was first discussed in 1934 and then solidified in 1938, supported by notables such as Inuzuka, Ishiguro Shiro and Norihiro Yasue;[3] however, the signing of the Tripartite Pact in 1941 and other events prevented its full implementation. The memorandums were not called The Fugu Plan.

Ben-Ami Shillony, a professor at the Hebrew University of Jerusalem, confirmed the statements upon which Tokayer and Swartz based their claim were taken out of context, and that the translation with which they worked was flawed. Shillony's view is further supported by Kiyoko Inuzuka (wife of Koreshige Inuzuka).[4] In 'The Jews and the Japanese: The Successful Outsiders', he questioned whether the Japanese ever contemplated establishing a Jewish state or a Jewish autonomous region.[5][6][7]

Actually not a good review, in most respects.

The name Fugu is the name of the Japanese Foreign Minister who authored the plan
The book is extensively documented, aside from actual documents, with photographs.
These in the possession of the official rabbi of the small Japanese Jewish community,
or survivors still living when they wrote. A major fraction of the pages are supporting
material, and it is to preserve that material they wrote - so the "living memory" of the
survivors could be recorded - as they were by then very old. The material is supported
externally, in particular by Chinese and Japanese records, but also by US records:
because what the Japanese wanted was MASS immigration of SKILLED workers for
Manchukuo - not a few thousand (they got 6,000 if memory serves). Since they succeeded
in attracting 7 figures out of Russia, China and Japan, no reason to doubt that either.

The problem ran afoul of the US State Department. While US Jews would pay the cost,
the diplomatic reality was that only a neutral in the war (once war began with Russia
and Germany) could permit trans-shipment of persons between Germany and Japan -
Russia was no longer a good route - and never had been willing to be a mass route either
for such an alien people from its point of view. But USSD declined to authorize the plan.
All this is in the book account, but not in the review version of it reproduced above.
It is, however, also on the record.

Bottom line, the few thousand Jews never made it to Manchuria - but were interned as I
reported - in Shanghai for the duration. There was some high drama - Germany wanted
them exterminated - and there was not much of a local lobby with influence in Japan to
oppose it either. But the Japanese Foreign Service was not entirely willing to adopt
German policy, and IJA itself had been learning (the hard way, by doing things wrongly mostly,
although Gen Yamashita had also shown the right way in China when he was a division commander)
that bad policy bears bad fruit. Ultimately, it was IMPERIAL Japan that ended colonialism in China,
released its slave laborers, and returned Chinese institutions to Chinese control. This was in
large part a way to punish the enemy - ending European (and to slight degree US) rights -
but in fairness it was ALWAYS partially a policy goal of the Foreign Ministry. This is not as far fetched
as the Allied propaganda we all know makes it seem: Germany itself - Hitler himself - repealed the
Commissar Law - because it was counter productive - creating more trouble than it was worth.
Negative policy is bad policy, period - and it is stupid to shoot yourself in the foot it seems! So
the Japanese kept temporizing until the war ended - and all those interned were released. For various
reasons many ended up in Japan, where it formed a tiny community that survived - not being able or
willing to return to Germany. Most ended up in the USA. The rabbi of Japan - who was called rebbi
when I was there - was a formal position by the time I was stationed in Japan. The only Jewish sailor on
my second ship and I visited him in 1968.

For those unfamiliar with Yamashita, he was probably Japan's only great captain, and he was probably
also one of the IJA's most progressive thinkers. A witness of war on in Europe, he penned a plan for
Japan to create a corps of armor - and this was more or less implemented in the summer of 1942 -
after much foot dragging and diversion of automotive production assets to aircraft (something I was taught
didn't happen - in Detroit we are taught it was how we won the war - building planes in auto factories -
but seems Japan did it too - and before we did). There is a certain amount of bad press associated with
Yamashita for the somewhat logical reason he was executed as a "war criminal" - never mind he wasn't one -
because of some kind of vendetta held by MacArthur (who in my view was only an American Ceasar in his
illusions). He could not convict based on evidence that didn't exist, so he had to fabricate it, and rules to
allow its admission. The US lawyers appealed to the US Supreme Court - which found it had no jurisdiction
over a Commander in Chief in wartime on foreign soil. Nevertheless, without precident or equal since, USSC
went on to rule on the merits of the case - which is why it is clear that Yamashita was innocent. Ironically,
he was convicted of "not having control over operational forces" in spite of the fact that, under cross examination,
the commanders in the area admitted they DELIBERATELY removed his means of command and control by
systematic destruciton of his communication assets! The destruction of Manila, the worst in the entire world
except for Warsaw, didn't happen in 1942 - when Mac declared it an open city - but in 1944 - when Yamashita
did virtually the same thing. But an IJN admiral did not regard orders from an IJA general as binding on him,
and with a force too small, decided to defend the Intramuros - an ancient Spanish walled city - and a few
adjacent points - notably including the Manila General Hospital. The walls - 120 feet thick - were almost impervious
to artillery - and once the Pasig River was reached - a real fight began. But Yamishita was far to the North,
in the mountains that produce rice and minerals, and are mosquito free (no malaria or dengue fever, caused by
two different kinds of mosquitos in most parts of the country) - where he had retreated with his main force.
It was impractical to force them out - so when Yamashita refused to surrender without written orders from the Emperor -
we got them for him. Seems Japanese law forbid military officers to surrender. The house used for the surrender
ceremony is fenced and guarded 24/7 and remains US territory. It is on Camp John Hay - the Philippine Military Academy -
and remains US diplomatic territory to this day. You may visit only with written permission from the US Embassy in Manila.
There is also a fine museum on the Camp John Hay site, with a historian curator, which has unpublished documents and
maps from the war period.

I was once diverted from my purpose - drop more 800 kg bombs on damaged ships at PH -
once already. It is apparently harder for the Japanese to detect TFs than for the Allies
(which probably isn't correct in the early war period; their optics were more likely
to work than radar; they had longer range dedicated recon bombers; we never had
anything like a Japanese night lookout or night recon plane). Besides, what should work
best is air power. Phoenix is surrounded by air bases. Apparently if she does not get
close to them, however, she can get low detection probability. I contented myself with
depriving Phoenix TF of potential victims and laying multiple traps - air and surface -
for her to stumble on. Let her try to raid a port with mines or submarines - or both -
or a Yamato class battleship in the defense.

Rather more he didn't tell you. The matter was ordered covered up - destroy all documents. But the order to do that turned up in the 1980s,
along with the NOT destroyed records: Seems the US Army intended to use CW during Operation Olympic - which was already going to be a mess
for lots of other reasons. The US position was that we were honoring the law in such things, and would only use them in retaliation in kind -
but in fact the same mentality that said it is OK to use atomic bombs on cities - or the even worse firebombings of cities (history's worst bomber
raid was Tokyo - and both Hamburg and Dresden were worse than either atomic bombing) - led to disregarding of our own interpretation of the law.
As the only CW unit in theater, he must have known - although no doubt also was under the same order not to disclose. [This document and others
were published by Military History Magazine, a serious semi-scholarly rather than low grade publication. I have a copy in my materials on CW, which
are extensive.]

In RHS we have the Unit 731 Air Unit - unique in that it isn't really JAAF - it is a private affair since JAAF refused to deal with Dr Ichii (Col, later General).
It is equipped with Ki-36 aircraft - similar to the light planes of the real Unit 731 - and they are armed with 25kg Uji BW bombs - ceramic bombs!
These are loaded with fleas - Japan had 16 tons of anthrax and used fleas to "vector" them into human and animal populations. This was the first case of "overkill" in history - IF you could deliver the stuff it was enough anthrax to wipe out the world's human population. These bombs have zero armor penetration value - they break on hitting literally anything. But a high "soft effect" - and each plane can carry many of them.

It is my personal SOP to nationalize the unit, fit it with light bombers (even Ki-36 of the non BW kind), and forget the whole thing. But I have the OPTION to fit it with Uji bomb laden planes if I want to. Either Ki-36 - or if I care to buy them new - Ki-30s - which are more survivable.

What is absent from RHS is a modeling of the baloon bombing campaign. The one you may know about was only proof of concept testing - using incendaries. The REAL payload was to be Uji BW bombs! When Russia invaded Manchukuo, Gen Ichii called the commander Kwangtung Army,
and they decided "it would do no good" to use the bombs on the USA - they had the means to deliver them and knew what fraction of the balloons would arrive. So the Russians, with no clue, got hit hard - the doctors getting sick along with everyone else all at the same time. The more sinister doomsday planning (by Russia and Israel) involves using BW AFTER a nuclear war wreaks infrastructures - to insure the enemy population does not recover - or if it does - does so on a tiny scale.
