German forces are to spread out. Hard pressed to do any offensive operations at all. Especially in USSR. Not keen on opening up new fronts either, since I have logistical troubles getting the forces into position as it is.

However. If the enemy refuses to surrender, and is withdrawing from the continent, then we should prepare to follow to keep up the pressure. They will not be allowed to regain their strength by retreating to their islands. We will not bore our opponents by just fortifying our domain and wait them out. We will not bore them into peace. Thus, we will then strive to take the fight to their islands. Open up new fronts to take the fight to wherever they try to hide.
We will continue, offensively, until their surrender. There is no other way to have peace in our time. They will like us after we win.
