I wish you could read the relevant garrison scripts in-game.
In any event if you have 19 or more units within 10 hexes of Warsaw [ships don't count], then it's 5-10% mobilization per turn for the USSR towards war. [Less than 4 tho and it ALSO moves them towards war] I usually keep the faster units out west near Berlin, air force most notably, then move them all in en-masse before launching Barbarossa.
I'd also invest in more Amphib & Logistics for the Japanese, because you'll be using/needing tons of embarked ground units to take various islands, and the investment will more than be balanced by the MPP's saved [and extra amphibs available].

1. Following the advice of their trusted advisor Elessar2, Japan invests in a second chit for both Logistics and Amphibious warfare.
2. Before these investments Japan's research was at 1250 MPPs, leaving 750 MPPs before the ceiling.
3. After, research was at 1450 MPPs, leaving 550 MMPs before the ceiling.

1. Attrition air and land attacks shattered the Chinese corps southeast of Chengchow.
2. Was unable to advance in the hex vacated by the shattered corps. The capture of Chengchow is the next major Japanese objective for China.
3. Some air rebased from the north to the center.
4. Adjustments of lines.
5. Reinforcements of a few units with what was left of the Japanese budget after investing in two more research chits.

1. I know I said the Italians were on the defensive in East Africa, but ...
2. Two Italians corps were able to eliminate, without any loss, a CW garrison in British Somaliland.
3. One of the two Italian corps moves into British Somaliland next to a CW garrison holding Berbera.
4. Don't know if this is a trap but definitely would be a feather in Mussolini's hat to capture British Somaliland.
5. But realistically, I imagine the British corps is to strong to fall to the two Italian corps.
6. Worth the look though.

Turn 39. Axis. February 14, 1941. Research. Germany.
1. Germany used approximately 2/3rd of this turn's MPP budget on research.
2. Germany both chits in Advance tanks and Anti-tank weapons.
3. At the start of the turn, Germany had 1200 MPPs invested in research, which was 800 MPPs under the ceiling.
4. After purchases of the 2 chits, Germany has 1500 MPPs in research, which is 500 MPPs under the ceiling.

Turn 39. Axis. February 14, 1941. Balkans. End of Turn.
1. What remained of Germany's budget this turn (~1/3rd) went to upgrades and reinforcement of units mainly in the Balkans.
2. Germany's FJR unit in Austria was put on alert (i.e., prepared) to jump.
3. Unless the weather is horrible (storms?), then it's for the axis invasion of Yugoslavia next turn.
4. As it stands now, I don't think I'm going into Greece.
5. My plan is to subdue Yugoslavia and get these units against the Soviets as soon as practical.

1. On the Western Front, swapping out corps for garrisons for the garrison of the West continues.

Turn 39. Axis. February 14, 1941. KM. End of Turn.
1. The KM was hoping to surprise the British and interdict convoys in the North Sea.
2. Unfortunately, the KM wound up tangling with the British Home Fleet.
3. The KM did manage to sink an RN destroyed; however, they were bloodied a bit and I'm afraid they're about to be bloodied even more.
4. Honestly, Germany doesn't win this war at sea. The KM is really a distraction for both Germany and Great Britain. Hopefully, more for Britain than Germany.
5. Germany wins or loses this war on land and in the East.

1. Not sure how this is doing to go, but the two Italian subs are attempting to breakout of the Med and into the Atlantic to link up with German u-boats.
2. U-30 continues their hunt for allied convoys.
3. U-35, down to 2-steps, continues their journey for survival as they head back (hopefully) to safety.

1. U-73 positions itself to hunt for and sink allied convoys heading to England from North America along both operating convoy lines.
2. Also shown (at bottom) is the heavily U-35 trying to get back home.

2. Hopefully, it's not good hope for allied convoys.
