Allies are not initiating any naval combat.
Axis can initiate in two sea areas. CW has ATR3 that can fly both North Sea and Faeroes Gap.
Do Axis want to fight in these sea areas?
There are some planes Axis can fly to North Sea if they want to.

I waited few minutes as I figured out that might be the case. But decided to move on as I was in hurry and ask again if rolls favor Allies 1-10.
I should have told in advance ATR goes to FG as sub intercepted and it was clear that it will initiate to see what happens.

I have another rules question.
US liberated factory in Marseilles few turns ago. It's not shown in US or FF productions phase. When it becomes working factory? After liberation of France?

Yes. It should become available after France is liberated. And not until then.
Blue factories only produce for their own home country. Or aligned minor.

Yes. I got that. No worries. I hope I would have said the same with the rolls in favour of the Axis. I mostly mentioned it for future considerations, even though I thought it was unneeded. Anyway. All is good. Except, of course, the evil dies does not do as they are told. [;)] [:D]

USSR shuffled units in line both in west and east. They even entered one hex into China.
US moved 3 units one hex SE in Algeria, starting to flank enemy.

Units moved in Denmark to reorganize defense lines after few units leaved to France and Netherlands.
