Dateline Washington, DC: President Coolidge's Chief of Staff ushers into the Oval Office Vice-President, and Republican Presidential Nominee, Herbert Hoover for a meeting with the President. "They're been some new developments in regard to the Administration's peace-feelers to the Japanese that the President would like to discuss with you", he said. "Please take a seat, the President will see you shortly"
Meanwhile, half a world away, the US envoy sits down with his Japanese counterpart in an after hours smoking lounge. The first thing he notices was the young aide who was last seen boarding a train is sitting quietly in a corner of the room, furthest from the door. The second is the Japanese envoy seems unusually animated. “Ah, sit down, sit down my friend”, he says. “First of all, I have contacted one of my contacts in the Imperial Navy. Ships should dump supplies off Soc Trang by the end of September, probably not all at once. They will contact me when the mission is completed, and I will convey it to you. Now,” he says, pausing to take a breath, “I have received a communiqué through, shall we say, discrete channels. I will translate the telegram in English – ‘Emperor wishes for negotiations to continue. Maintain secrecy. Convey his message of good will to President Coolidge’”. Pausing to take a breath, the Japanese envoy then says “So, what shall we talk about?”
