I would have to re-read the rules but its why i drove on narva and pskov so hard in my game vs pelton while mainly taking finland from the north as all my units south of leningrad were pushing for the other 2 cities to reach the surrender condition....

Also keep in mind they made the roll a smaller percentage so even when you hit the condition it can take several rolls to get the surrender....as even after I hit the conditions I think it took 3-4 turns before the finnish finally surrendered.

My rr finally got close enough to the Finnish town.

I never got further than the minor north/south river which is East of Helsinki

Well, the unit may have escaped , but at most with 42 men and a single gun...

I break thru and attack weak unit to displace 2nd ARMY HQ.

Wish I know who was in command.

What I see when I open the map. Pelton moves inf unit forward and thus knows it will be surrounded and sealed.

He also retreated into where space is clear weather.
