Assessing the damage.
After saving all oil to the location requiring the fewest CP's, the impact of having 11 CP's, 5 of which were sunk, knocked out of their sea area was 4 idle factories. The CP's that the RN had to work with in port to fix this was a total of 10 organized and 6 disorganized.

Well, I must say that the RN mitigated those losses quite nicely getting 3 of those 4 idle factories back into production.

The the allies get another impulse this turn then Great Britain has a shot at getting all factories back into production.

The RN chooses not to initiate combat. The Italians gave serious consideration to doing so, but changed their mind when it came time to init.
