OK. I'm listening. Kavieng has 4600 troops, 10 AFV's and 26 "guns". I think you would need a full battalion of paras.
I do have 600 men of 2ndBr Para at Terapo waiting around for opportunities. They could reach. 28 AV. Perhaps 24th IR (US) and 3rd Marine Tank could be diverted from the Buin landing. They would not be prepped of course.

Namatanai the other base on New Ireland is level 5 and suddenly has 7K troops. Looks like they were reinforced.

Nope, Kavieng is 12 hexes from Terapo. The C-47's refuse to drop paras at that range. Has to be 10 hexes.
We would have to stage from Wau or Lae. We do have the entire 503rd PIR at Merauke but that would take at least 100 C-47's. Even 600 men would be 50 C-47's, right? Nowhere near enough transports in SouPac.
Gasmata is more realistic.

I think that hitting the oil would be more important since the Japanese have excess refinery capacity.
