Open Allied War Directives.
FYI ("MASTER"; i.e., non-brief War Directives)
These are most often carried over from impulse to impulse; and may (which is discouraged) be carried over turn to turn.
BRIEF War directives MUST be assessed and closed at the end of each impulse.
MASTER Priorities may, and often do, change depending on the changing strategic situation or if used as a place holder.
While Master and Brief War directive both figure into the grading & are weighted by priority; very few BRIEF (War directives) SHOULD be given high priority; where a significant percentage of MASTER directives will likely be.

Briefs.
FYI (Refined Priority Definitions for Briefs)
High = Direct Order, must be carried out/attempted without fail.
Med = Directive, should be carried out/attempted, with some "grace" given if not; however, failure on too many such directives to do so is a sure career ender.
Low = Recommendation, would like you to carry out/attempt but won't hold it against you if you don't.
