While allied ground strikes were modestly effective (got HQ-I and 2 or 3 other units) and resulted in 3 allied air units lost to 0 for the Japanese; probably the biggest benefit was that it forced Japan to use up a significant number of her fighters and AA fire defending against them. From that perspective the ground strikes achieved what the allies wanted them to achieve.

PTO. Western Allies. Invasion (1/3). Ominato, Japan. This landing will lead to the negation of the only non-Oil resource Japan currently has flowing to a factory. It was also lead to the capture and isolation of Hakkaido and the factory there.

Sea of Japan. Though Japan passes they do fly two planes into the 4-box of the Sea of Japan during their naval air phase. Since Japan took a land they can't initiate, even if they wanted to.
