Russians probably need militia like Chinese conscripts as a special unit more than they need Katyusha's - or possibly they might get both at different times?
Russian recruitment was phenominal - they lost 3.5 -4 million men in 1942 - but they recruited 6 million so the army got bigger!!
Also I wonder if LL via Vladivostok as PP's would be a useful addition? as I've aid before elsewhere, 50% of LL aid to Russia came through Vladivostok, but it was mainly the non-military aid - hundreds of thousands of tons of Aluminium, food, steel, other metals and materials. If they got that as PP's they would use it to uptech or build facoties - which is what the effect of much of it was IMO.
