We're not sure why you're having trouble uploading Oleg, it's obviously an issue specific to you otherwise the forums would be flooded with all the people playing complaining about the same thing. That being said, the feedback isn't as good as we would like, and ideally we would let you retry etc if there is an issue.
What kind of connection are you using? It's possible that it is resetting during the length of turns that occur during WitE.
As Joel stated, we are working to make it a lot easier to deal with these kinds of issues.

Pip, I would be prepared to lay blame on my PC but this today happened from my second PC. I play games from no less than three different PCs. At home I have normal DSL connection, today I saved from work where I have whatever people have in offices (leased line). So my first set of problems was from my home PC. Today it was from my work PC. Needless to say both machines work fine and have very reliable connections to the net used for other games.
Some weeks ago I also saved games from my laptop using old dial up line - that took ages to complete but actually worked without a glitch.
Anyhow... no matter what link I use, it should not be a problem to to simply check with the server whether the turn is saved, and state of the game advanced to other player/phase. If it's not, something is wrong, then keep the game in memory (at the very least), inform the user and attempt another save.
As to problem being specific to myself I'd just say I am more vocal than others - madgamer and ComradeP mentioned they lost turns as well, they are just being quieter about it. I also play lots of PBEM games so obviously if there's a problem it will occur on one of my PCs with bigger probability than with the guy who plays only one game.

I would like to see a save file created that can be re-sent if we discover that a turn did not upload correctly. Or something along those lines.

BTW today I played 1-2 more turns from my office, they went OK. The last one didn't.

You're absolutely right that the client should be making sure the upload succeeded and allow you to retry. The guys are working on a fix as a matter of importance.
We are looking at allowing for save files in a situation where the connection just can't recover, but it's interesting that one of the problem cases is where people are playing from multiple machines, and so might get mixed up with turns being replayed while they have the same 'turn' waiting to upload. So there is some logic to be worked out before we can implement something like that.
We appreciate the detailed info that you guys are providing.
