What bug? Hold or not hold I think such decisions shall be approved by both parties. In other case it looks like drop.

How many cities are not garrisoned in the above screenshot? Someone clever might be able to calculate how many men are being added to the partisan pool each turn.

Yeah, there's a shedload of ungarrisoned cities in Pelton's rear (along with a bee in his bonnet). No freaking wonder he's getting hit by partisans.[:D]ORIGINAL: BigAnorak
