It seems to me like none of the AGEOD games are optimized this is an issue with all their games.

For Scrolling issue at minimum zoom level, try to uncheck BordersOnMap option in MainMenu/Options ingame.

Your CPU speed is very slow.
I would say the opposite.
The again notebooks and laptops just aren't really built for gaming.
Here you are right but I'm not playing the last FPS although.
I don't think the HP Envy 17 is an excrement either but it is your call.
Anyhow I have the ATI Mobility Radeon HD 5850 as video card, again it is old but not so old!

Your CPU is 1.6 ghz and quad core, but more cores doesn't mean anything with this game which means your core speed is 1.6ghz..most desktops are around 3.0ghz plus and have more than one core aswell but again extra cores means nothing if the software doesn't use them. Your always better buying less cores at a higher clock speed than the opposite.
Mobility graphic cards are nowhere near as good as their desktop cousins...
Personally I'd never buy a notebook\laptop to play any games. For starters your paying more for the laptop with worse specs than what you could get a desktop for.
I'd go if I had the money, tablet for portability and desktop for gaming.

I never said to have bought this laptop for gamimg purpose, in fact I never spent money to buy a computer for games (only).
Back to the topic, looking the product requirements I stil don't see how my CPU can be very slow.

Your CPU is the same I had in my Asus G73 one year ago. Asus G73 is a gaming laptop, that ran at hightest settings Shogun 2, New Vegas and other intensive 3D games well. For strategy games, any laptop with at least a Core 2 and a real gfx will run fine. AJE runs fine on my wife laptop, dating back from 2008 with a ATI 3470 and a very old Core 2. Your HP is able to run AJE without a hitch.

As mentioned elsewhere, turn off area borders in the game preferences and try lowering the resolution.Even with high-end systems, zooming all the way out with borders on can slow scrolling down, but doing the above make it lightning fast.
