I don't see this, or any other, Soviet cruiser arriving after setup much less in MJ40. In fact, I see no Soviet ships in either the repair or construction pools just in their force pool.
However, I opened the fast setup for the Global War scenario and that heavy cruiser along with a second one for the Soviets is in the arrival pool. However, they're not in a scenario I started. Is this right?
Yea, that looks like a bug to me.

I know that Soviet ships were included as reinforcements at some point. But they are not included in our current AAR game. So it might be a bug created after the 'fast save' was created.

I'll post this then as a bug?
Below shows the CA Voroshilov arriving as a reinforcement in MJ40 and the CA Chapayev completing it's 1st cycle a then too. However, that's not the case for a global war scenario started from scratch.
