The war hasn't begun yet in Russia. I have experienced the same glitch as my pbem opponent for the past 2 turns (since I started checking). It is early April 1941.

OK, so in my pbem game where Barbarossa has started the problem has resolved itself. The Russian air units that I set to Mission Only on the first turn of the Russian invasion were still in Mission Only mode when I began my next turn. No idea why this is happening, but now I don't care. I'll just have to wait until my next pbem game gets to the Barbarossa to see if it fixes itself the same in that game as well.

That is really odd. Ok I keep looking. I just remembered I can setup a test game with myself over PBEM because I have 2 accounts.

When I first noticed this I thought that maybe this was a design decision. If the Russians can't set their air units to Mission Only until the turn after Barbarossa then it gives the Axis a chance to destroy a good number of them (as they did historically) on the 1st Axis turn. Of course, this can be easily circumvented by the Russian player simply moving them out of range.

After seeing it for myself I realized it wasn't at the end turn but when the game loaded up via PBEM. It was checking the wrong variable when it loaded an air object to place on the map and flagged the air unit being owned by the A.I.... and the A.I. uses all support modes unless the unit is weak.

I am certain it is nothing to do with version and updates.
It is probably a matter of taking certain actions in a certain order and that being something that you are not doing the same way.

It was not when neutral, because when neutral I would not have cared and had no reason to change modes. It was only when aircraft had taken heavy losses that I tried to set them to mission only so that they could avoid some losses.
