The second event is just adding +1 artillery to Mechanized corps. Perhaps the text should be changed to something like the following:

With the Western Allies now tuned down and the Soviets getting back some of their lost mobility the game is looking the best it has been for a very long time.
Ideally we'd also get the old 35% base experience, but the mobility is even more important and maybe that is good enough.
Looks like it is Christmas in advance.

And the Germans won't be as lacking, as a wargamer.
The assumption is that the Germans will through everything at it and the Soviets won't take the huge loses. So going completely historical would be a disaster. We have to assume both sides are maximizing their abilities.
Only other way to balance this is to do what CEAW did which was force static front like Russian units to get slaughtered in mass numbers then give the Soviets lots of stuff.
But I don't like forcing things on players as you know I like options.

I think that almost all players agree that this is certainly worth trying. Could very well be enough (if only to force the Germans to be more cautious). We will see soon....

It's been many patches since I played. Though as I recall just what Alvaro mentions here in CEAW it was possible to make a pretty dead front. It was really boring. The best players employed the same strategies and they could never be defeated. Once you learned to rinse repeat there wasn't a lot of 'strategic options'.
My last serious opponent was very offensive with the Allies early. He did not wait or hold back at all and by 1940 was using the British to go on offensives everywhere on the map. Since Warplan has some narrow supply corridors for advancing in certain places this made things tough on me. He would also use Armor with Tech to just make entrenched Bastions that I'd have to crack my head on to get my objective.
As much as things have changed a lot of players do not exploit the U-boat/Strategic Bomber, Amphibious Capabilities in the game. I know some patches were used to lower these exploitative strategies that just favored the Allies too much. Also Defense of France(which for a lot of patches made taking France ify) as well as pushing the Axis off their readiness for Barbarossa any way possible is really the key to the early game. It can force the Axis to make errors later. The old strategy in Warplan is to conserve your Axis and Entrench a Western Force to delay. Wipe out as much of the Russians possible early so you can neuter their capabilities for the rest of the game.
Not sure how much of this is applicable now but if you can Master Early game Allies like 39-Jun 41 you really dictate how the rest of the game runs. If the patches have balanced this too much in favor of the Axis then I can see how they can spearhead too far and make things really hard. I doubt that though?
(if 2 players are too equal in skill and play too passively you always kind of leave the Axis too strong, Allies have to have aggression)

I know this one. The Russians were neutralized on this line in one of my last games.

The idea is adapting to the player where there is no single winning strategy. I don't want players to fall into a single set strategy that always wins that means a single counter strategy. Great on paper, hard to deliver. But somethings have to hold true like the UK always needs to build MMs and escorts. Not to do so would be foolish. But Germany has the option of going all out against Russia or building a sub force. The Allies have the option of strat bombers or something else.

. I only upgrade and reinforce corps that convert to armies. But armies with xp in the 20s I usually wait with giving upgrades and usually if I think I can manage without them I disband them and buy a new better unit.
