Dang it, let me do this again. I think there's a bug with the "Admin privileges" log. Running without admin I get the following:

So if you see "Not running with administrator priviledges !" You actually are running it as admin. Running it as admin I get the log you had above.

As for your core issue, given this is a D3D error, what is your video card make and model and have you installed the latest drivers. This is exceedingly odd, if even reinstalling DX didn't get the driver to deploy unless there's something that would prevent the interface, such as a missing driver to interface D3D and your hardware.

Anyway in the link posted above (Midcon113). He said that steam installed more prerequisites when chipset drivers were installed.

Perhaps you should run the device manager to check that all the hardware drivers are properly installed, not just the graphic card.

No update. I’m going to try that new beta that just launched earlier this week on steam and see what happens. I’ll let you know if anything changes later tonight.
