Leader in question is female, yet leaders react as of they're male.

"his" in this instance should be replaced by "their" or "her". Former if gender is not supposed to be emphasised.

"The project leaders at Supreme Command Council" should instead be "The project leaders at the Supreme Command Council".

Add "the" before "Supreme Command Council". Mainly so it's consistent with the same usage of the word later in the paragraph.
