You likely would have to make supply a large part of the game.

Also larger equipment like ATguns, tanks, assault guns. Where you have the physical men but not the offensive firepower. Basically making it much harder to attack then defend.

Yes supply and mobility I think is probably the key. Trucks, horses, depots but I am thinking of something simple to manage.
