I don't know about the unloading so I appreciate your testing.
From the leader thread:
land rating of amphib HQ's leader effects chance of amphib unload success
The AGC TF leader only brings the ships to Tarawa, the invasion bonus comes from the HQ leader.

Arkan, I wimped out on the AGC. Since it had a command radius of 1 hex I kept the task force containing my CVEs and AGC one hex away from the invasion base.
I'm not sure what effect having the CVEs one hex away from the invasion base but I put up plenty of CAP against the few meager attempts by Japanese air to bomb my ships.

That way you didn't get any amphib bonus from the HQ. HQ ranges are counted differently than aircraft ranges, HQ range 1 equals aircraft range 0, so you have to be in the same hex.

Now that's just assinine. Why don't they make the ranges all the same to make an already complicated game a bit easier? Oh Well, I'm planning on grabbing Kwajalein in late January/early February 1944 so I'll just have to go test it then.
As it turned out I really didn't need the amphib bonus as I took Tarawa the same day I landed. Japanese didn't even stick around to put up a fight - just up and died enmasse.

Let me warn you one more time: I very much doubt that you are going to be able to prevent your troops from unloading. Troops loaded on ships will unload regardless of the unload setting if they are in a coastal or enemy base hex. You might be able to get around this if you change the mission from transport to escort, though I haven't experimented with that to know.
Well Nimitz made mistakes when HE invaded Tarawa so I'll leave my AGC task group as it is and be the guinea pig to test this out.
Maybe someone who knows the answer could post it here for people to know?
From my invasion of Kwajalein. I had my V Amphib Force HQ in it's own task force in the invasion hex but set to DO NOT UNLOAD and it didn't unload. Only my combat troops unloaded.

I have had no trouble with "DO NOT UNLOAD" either. Perhaps cap_and_gown has corrupted files or a bug of sorts?
