I think my current patrol is perhaps just a little too early for a wolf pack to form.

Basically, you radio in a contact report. Bdu tells you to shadow the convoy. You begin to see little yellow markers on the strat map which are other U-Boats converging on the convoy. Finally, Bdu passes the word to attack.

I know you get contact reports from other U-Boats, but I am not sure if you are ever ordered to join a wolf pack based on someone else's contact report.

One thing I learned previously when playing is don't be the first to attack. The escorts will go after the first the sub which attacks. So, you should have an easier time of it waiting for someone else to move in first and you hear torpedoe impacts and depth charges. Last time I play mid-war, I was that first boat in and while I got hounded by the escorts I could hear numerous merchants being sunk up above.
