I am still curious about this. Did you assign "Daily Supply" to the LCU or the hex that it occupies?

Sid, this is false. A unit's ZOC only includes:

A) the hex it is presently in;

B) any hexes it has previously been in (including passed through), until those (previous) hexes have been occupied (including passed through) by an enemy unit.

So Treespider has posted above - and I believe him - and you. At least I believe that is what the book say. I even like the rule - bad as it might be for my guerillas (mine because you don't seem to like them). But I am investigating this - possibly I can program the ZOC field for the last hex visited. If not I rest content that harassing 2800 sq miles is a generous enough allocation of influence to a force in fact about a battalion in size.

Rule 14.7 Capturing Base Resources

A base that generates a daily allotment of supplies, fuel, oil and/or resources will not generate these items if the nationality of the base is not part of the side that controls the base.

You shouldn't dare hope because this rule doesn't work in the game.

To the unit itself. Since it is static, this is almost the same thing. Since it is able to move under pressure, it is not the same thing - it can draw supply anywhere in the neighborhood. Since it will tend to "heal" and "plant" again, it won't get very far (simulating the language and cultural and other difficulties with going a long way).

Just had an idea: What if SOME guerilla units start WITHOUT the static device? THEN they WILL move - for a while - and the player gets to decide if he likes where I put them - or he wants some other (nearby)
hex? I like it - do you?
