The entire Japanese surface fleet consists of the heavy cruiser Tone and 2 CPs. Japan uses the combine to get the entire IJN surface fleet at sea. The Tone and a CP in the China Sea and a CP, which was already at sea, in the Sea of Japan. Moving the Tone and CP into the China Sea reestablishes supply to the remaining Japanese forces in China. The IJN elects, understandably, not to try to initiate combat in either sea area.

The USN, however, in the China Sea does successfully force a naval combat.
