At this point Luskan should be on the offensive, but that doesnt mean he has the initiative.
As Buzzz says, he cant ignore the Gilberts Offensive, so he has to react.
What's next, Raver hits another weak point and Luskan runs his CV's over there??
And the Japanese are brittle, lose a few CV's and you're up the creek, whereas the USN will keep rebuilding.
The Zeke Bonus dissapears soon, just as the P-38 arrives, and the Corsair not far behind.

I can afford the 40 aircraft.....you can't afford the 7 aircraft. Some light naval action at Koepang. Luskan sends in a TF with NO cover and gets slapped for his trouble. [:D]
Even more than aircraft losses it is ship losses that the IJN player cannot afford this early in the game.........even better if they are jap transports.

Oh yeah ! Actually I'm not really sure where KB is at the moment. Was last spotted (reported) in the Marshalls, but that was well over 10 turns ago. [:(] That Luskan is upto something for sure. Maybe a raid on the US West coast? Or the West coast of India? Or he could be thinking about hitting Australia. I'm going to have to scan the intel reports a lot closer.

This pretty interesting. But I'm not sure how well the allies can sustain major losses through 1942. It seems to me the Japanese can still wrap up the SRA and then dispose of the Gilberts more or less at their leisure.
I don't have the mileage in this game yet, but I get the impression an early allied counteroffensive - if it fails bloodily - can set them back 6 months to a year waiting for the replacements and more shipping. Transports especially don't seem to be that plentiful.

"Leisure" is a rare commodity for the Japanese Empire. Time is almost always on the side of the Allies, especially when it comes to air combat. (And I wouldn't be surprised if minelaying was going on, too. ) The fact that Raver now has three bases within airstrike range of each other makes it a thorny problem for Luskan, which will only get worse when longer-range aircraft such as Lightnings come online.
