A dozen or so tank corps for 1942 is a pretty good target given the truck situation. Mileage will vary. In this game I'd say you could comfortably exceed that. Frankly, I'd be less worried about trucks here than simply putting them on the map and getting them battle experience. You don't need them to be fully mobile since you're likely looking at a long slow grind forward. Ironically, you probably need more trucks on the defense in 1942 in order to make whatever tank corps you've got as mobile and responsive as possible...and likely being held back a good distance from the front lines in many cases so they don't get gobbled up by a panzer ball. They hit and run and respond to fires.
That's not really the case here. For your purposes a couple of dozen tank corps with, say, 3/4 of their trucks on hand grinding away might be better than half that amount zipping about on fire brigade duty. Then again, your AP budget only goes so far and it's entirely reasonable at this point to throw everything you got into rifle corps. If it's going to be a slow grind forward, then they're the unit of choice. I'd say that's what holding you back more than trucks per se.
You're in a good position to raise 2-3 rifle corps per turn since you don't have unit losses to worry about and I assume you've got your command control completely ironed out. Call it 10 rifle corps per month for the rest of the year -- that's probably half the Red Army flipped over to corps by year's end, which is crazy good. Any tank corps raised will eat into that. (And down the line, into arty divisions.) With that in mind, 14 tank corps is good enough for gov't work.

The Finns are retreating north. I think he has too many troops in Karelia. I have set up a rifle corps army west of the Volkohv and this turn I am starting my Leningrad offensive with 4 rifle corps. Also, a cavalry army is railed from Karelia into this area and will join the fight next turn.
The Finnish troops are deeply entrenched but they have suffered continued loss of moral and their CV has steadily declined. A Finnish infantry division is routed because it does not have a valid retreat path.
In other parts of the front the Axis offensive has stalled and he is setting up defensive lines and disperses his mobile forces. I reorganize my troops and will try to find a weak spot.

I am confronted with nothing but level 3 forts but I have 2 Cavalry Armies and 2 Rifle Corps armies in this sector. I'm just happy with one or two attacks per turn in this sector.

I have amassed some of my best troops in this sector. This is one of his weak spots. A thin line and not all fortifications are finished. I am able to open a 30 mile gap in the German line and to encircle two divisions and one construction battalion. It would be easy to make a solid encirclement but that would just cause massive Russian losses on the next turn.

Same at Kharkov. Always retreating back to safe positions after my attacks. In the south my goal is to enlarge the bridgehead across the Dnepr and to completely relief Dnepropetrovsk.

seems as if, in the center-south, at least, Stef has managed to stall you? You seem to be conducting an essentially raiding strategy for the moment.
