The only oil Japan has access to is the 1 oil from its Synth oil plant. The majority of stockpiled Japanese oil is only accessible through the South China Sea.

While this amphibious landing had a 90% chance of success, there was a 10% chance that all three attacking units would be eliminated. But unlike the ChiComm land combat, a countries only HQ unit wasn't at risk. So, the risk in the eyes of the CW war planners was acceptable.
12.5% chance of failure, actually. To get only a 10% chance of failure would have needed one more combat point.
I am curious why you destroyed the irreplaceable and unique amphibious tank unit, rather than the Ethiopian TERR. The TERR is also unique, but not very good.

It was a Blitz attack and there were no other units that could have been taken as the first loss.

Japan uses their two air missions to put two air units out into the Japanese Coast. This move is really to bait the allied into initiating combat (the Japanese can't with NAV air and a long). With Eisenhower on transport in the sea area the allies don't take the bait and elect not to try to initiate combat.
